When a movement does not have enough players, 2/3+ people have to sit out each round - a high proportion for tiny tourneys.

To avoid this many TDs set limits to their tourneys and then expand by 4s or 8s. managing it by hand as it fills.

Why not have, for every tourney, a list of registrants who fill a movement, and a list applicants, who will be registered when there are enough of them, increasing the number of registrants, and starting a new empty list of applicants.

Then no one would have a sitout, and applicants left when a tourney starts can choose a different tourney.
