I assume they're created by BBO admins (probably Roland). Whoever is in charge of the Vugraph operators at the playing site gets the login information.

Not quite. Jacki from our Customer Support deals with vugraph accounts. The organisers send me a schedule and request accounts. I convert to GMT and send the e-mail to Jacki for listing on our vugraph schedule web page.

In that mail I also ask her to send x accounts to yy.
