Expect pard to hold at least 2 Spades so the LAW sez double. If pard has fewer than 2 Spades then expect pard to pull the double.

Why do you expect partner to have at least two Spades?
I have 4 Spades and RHO rates to have at least 6.
There appear to be (at most) 3 spades out there.
I'd say that partner's expected Spade length is 1.25 or so.

Why would you expect partner to pull any time he has short Spades?
Doesn't think mean that partner will pull any time that you have enough Spades to double?

well maybe your pickup partner is a KKFOS and thinks 2♦X suggests a partial in ♦

What was partner's double?

If suggesting defending against either 2H or 2S doubled, then yes I double 2S (as long as it's for penalty)

Well you know the overcaller doesn't have a anything in diamonds so where are their tricks coming from. Also, we know partner has moderate heart length so we should have an easy plan on defense -- kill the dummy, then repeatedly tap in hearts.

Also, it's not like if we bid we have any assurance of making anything. Our best suit is probably hearts, and the blockage might work against us in 2NT (or 3NT if partner raises).

Double.
But the last time I made a similar double, they made with an overtrick. I am a slow learner.

Because that's what he showed when he doubled 2♦ (unless he has significantly more than a minimum).

I might dbl at matchpoints, but I wouldn't at imps. We probably have no game on and no hint we're gonna set this 2-3.

there was another thread where the double by responder to this same NT was criticized because the doubler had a singleton spade, and opener doubled with pretty much this same hand. If double is the start of a cooperative auction, then the double of 2S is cooperating. Responder on the other thread had a ratty 1444 7 or 8 count hand and should have removed the 2SX to 2NT.

Of course I would double. Partner can hardly be in doubt about the maximum number of trumps you can hold.
Why did partner double first and then pass if he was not interested in defense?

If partner is short in spades he has no business to leave the double in and it is his duty to move.

Did you have an agreement on what pard's X meant? Does it suggest the ability to penalize one of the major suits?

If X was penalty for one of the majors, pard may very well hold AKJXX of ♥ or KJ98X of !H and A♣. If declarer holds 7♠ to the KQ this may roll home pretty easily given that your K♦ might be dead in the water.

In the absence of an explicit agreement, I would take out insurance and bid 2N...
