This may depend on location (I am in Norway), but I would say in standard this is forcing. Personally I normally play it as non-forcing, but that is because I play a non-standard method where 2♦ by responder is a general game-force in this position.

100 % forcing without opposing agreement.
There are good reasons to play it as non forcing, but not without a discussion before you bid it.

Forcing is standard, I like to play it as NF with 2D art (like NF) though.

Same. 2♦ on this sequence is known as Extended New Minor Forcing.
It also applies with the minors reversed. 3♣ would then be artificial and forcing.

With discussion, "cheapest new suit" forcing ( and may be artificial), which in this case is 2♦!.... similar to NMF over a 1NT rebid.
Thus, 2H here would be NF.
It gets "stickier" when Opener's minor is Diam.
1D - 1S
2D - 2H! ( cheapest new suit forcing and may be artificial,
whereas 3C would show a weak 4s/6+c ).

Don't like this at all. There is no way to play in 2♥.

Oldfashioned standard is that 2♥ is forcing here.
The normal treatment among Norwegian experts is 2♦ as a conventional forcing (inv+) bid, and 2♥ NF.

Many play reverse flannery with this type of hand. oneminor=2h=5s and 4h and less than invite. If so then this action becomes invitational and 2d can be game forcing and artificial.
1c/1d=2h=less than invite 5s and 4h.
1c=1s=2c=2h=invite
1c=1major=2c=2d=art. and game force.
Note with a 4 or 5 card major and long diamonds and a weakish hand, you lose the d suit.(walsh)
