Can you give a hand that would bid like this? 1NT was forcing and 2C promised 3.

IMO this sequence denies a 6th spade, with the only possible fit on a minor it must be 5044 or 5035 with extras (almost worth a jump the previous round)

This is a good example hand, and I agree with fluffy that 5035 is possible while 6034 is not (since 3D is NF).

So will the ones who play it non-forcing...

Since 2 isn't non-forcing, it's less than the 19 or so points that would be required for a jump-shift. Since 2 was weak, it's a hand that could conceivably make game opposite a low-ranging 1NT(F) response (i.e. up to 9 or so - so not a minimum opener). Then fill in the blanks with the distribution suggested by the sequence. The 5=1=3=4 17-count suggested by effervesce seems ideal and typical.

Does anyone agree with me that 2NT should articially show the 5134 17 count to allow a club partial if responder has, say, 2 4 3 4 and a weak response? I know the 5224 17 count would then be lost or have to make the same 2NT bid, but is that bad?

2NT shows for me the 15-17 balanced hand. You have to open all 5 card major balanced hands in 1NT for that to be even playable.

no i dont think it would be a great idea to eschew the 5-2 fit and leave the reds open for the opps at the two level in order to play a possible 4-3 fit. But, still would like opinions about the possibility of using 2nt rather than 3D on the given 5-1-3-4 17 count...
