If I decided to bid 3♠ the first time, I would pass 4♥.
That's impossible. No one can give more than one hundred percent. By definition that is the most anyone can give.

4 the first time.

If I bid 3 the first time I'll bid 4 the next time. Of course this isn't something I actually do, but I thought the hand was worth 4 all along so I'm not going to make a further mistake just because I already made one.

When I have opps where I judge 3 Spade may buy the pot I would try that and bid 4 spade later.

However against unknown opps or most know opps, 4 spade direct is the best gamble.

interested in the reasoning behind 4S Vs 3S. Is It the heart void that makes you want to add a spade and further obstruct them? This is a question, not an argument.
