With a clear minimum and no certain 8-card fit, and opps maybe playing in a 7-card fit, why would I ever think of anything but pass?

I would Pass.
If you do decide to bid, I think 2♠ is best. Normally you would double with this shape, giving partner the options of passing or bidding 3♦. I don't want to defend 2♥X, or to play diamonds at the 3 level. Partner could do no more than 1♠ over our double. Partner might be very weak with 4 spades, or maybe has only 3 card spades and elected to rebid 1♠ instead of 1NT without a heart stopper.
All white at MP is the time we most want to bid. I don't expect we can make anything at all, and they should be able to make 9 tricks or so in hearts, so if we do bid we are hoping to escape undoubled for -100 instead of -140. I would pass because I think the chances of being allowed to score -100 are less than our chances of -300, or -150, or getting doubled. But, 2♠ could certainly work, and I don't think it is crazy.

That's impossible. No one can give more than one hundred percent. By definition that is the most anyone can give.

If you do anything but pass here then you might as well make partner's pass forcing.

To bid again here is a classic example of bidding the same very minimum values twice.
Your negX told PD that you had 4♠ with at least 6 support points. Now that both opps have bid ♥ it is likely that your q♥ maybe worthless so you hand certainly has not improved on the bidding.
PD knows that you have 4♠ and declined to compete to 2♠ and also didn't rebid 1NT or ♦. You can't have a worse hand here for this bidding than you do so respect PD and pass.
Perhaps the opps are in a 5-2 fit. Perhaps PD has only 3♠ and was stuck for a rebid. Perhaps LHO has a ♠ stack and PD's ♠ are weak and 2♠x is going for -300 or worse. Perhaps the opps have underbid and if you bid they compete and realize they have extra values and bid and make game. (Crazier things have happened in B/I games where PD's often don't properly respond to overcalls)
Enough perhaps...your hand is now submin and PD knows that you have 4♠..
