If they bid only 3 , I think 4 is enough.

If (over RHO 4) my minors were 6-3 , I would try 4NT offering choice between 5 and 5.

I think it is common to play 5 as weaker than 4NT followed a correction to 5. I am assuming that it isn't of interest to find look for a hearts fit here. Otherwise the sequence would have shown diamonds+hearts.

Maybe I have it backwards, after all a scrambling/gb/lebensohl 2NT is used to show a weak hand so a scrambling 4NT could be used in the same way.

Well said. 7 card suits missing only the ace don't look too good when in dummy.
