Both support bids, strong/weak resp. Although it might make sense to use the 1st auction as 55 majos or somefink.

I think it would make a lot of sense that one of them is a form of keycard, since if you want to bid 4♣ then keycard partner might get in the way and bid 5♦. At the table I would interpret the 4♦ bid as not quite forcing, but very distributional and shapely and rarely passed. But it's not something I've thought about before. Good question.
