Extended clocks in robot tourneys What is the algorithm?

I have noticed on several occasions when playing in a robot tourney that the clock runs out and then alternates between "+1" and "-1" for a while, as if a TD were adding more time. Eventually it gives up, often before the expiry of the same hand that has been rocking between +/- 1.

I should like to know, if the clock runs out, why does the tourney not immediately come to an end? And having made that decision to continue, what factors influence when it really does give up and close the tourney?
