I think 4♥ is the best bid, it virtually guarantees a steal, which I very much like on this hand.
If my opponents were clueless I would settle for 4♠.

At the teble, if I detected even the remotest break in tempo by rho, I would bid 3N.

4♠. You're not a passed hand, both opponents are, and neither opponent likely has enough that they can bid on over 4♠, not knowing your hand type.

With both opps as passed hands, I can't see the need to preemptively push to 4♠ (which I would bid for sure if I were in 3rd seat instead of 4th). I think I'd either bid 3♠ to keep LHO from balancing or 2N...3♠ and accepting an invite if partner shows either a good hand or a non-diamond feature.
