Hard to know what to do until you fix the hand. Right now you are showing a 4=0=4=4 12 count opposite your partner's 1NT opening. Assuming that card is in a minor suit, you wouldn't want to double for takeout given you aren't particularly wanting partner to pass the double. I would bid 3♥ showing 4♠ and GF values playing with my usual partner's. I am also showing a hand that doesn't want to defend 2♥X and that seems pretty clear as to what I have. If partner bids 3♠, then I would advance with 4♥. If partner bids 3NT, I will lay down a nice dummy. All this, of course, assumes I have an additional small card in one of the minors.

I prefer X (takeout) - if partner bids a suit, I'd happily splinter. Yes, it has the downside of partner sometimes passing for penalties where you'd prefer to have bid game instead, but it also has the upside of finding the minor suit slams.

I bid 3♥, stayman promising short hearts (without short hearts I negative double). I can bid 4♥ over any suit partner bids or pass 3NT.
