We should always assume 2/1 unless otherwise stated, because:

I don't like 1NT with a singleton, when partner rebids spades he will be disappointed.

2 ♣, this is why I open 1 Diamond with 44 in the minors.
Many players rebid 1 NT here, I have seen no statistics to prove or disprove this idea, I simply prefer 2 club to 1 NT.
