Partner won't raise to 4♠ with xx while also holding good stoppers in the red suits.
Only if partner has some 2=1=3=7 or 2=3=1=7 (or possibly 2=2=2=7) will 4♠ be likely to be significantly inferior to 4♠.

The most probable game is 3N
The second most probable game is 4♠
The least probable game is 5♣
Indeed, I venture to say that there will be very few hands on which 5♣ makes without bringing in the spade suit... and since we have no red entries, and short clubs, that requires partner holding some help for us in that suit (or a very lucky lie, which will be at least as helpful in spades as it is in clubs).
Put another way: if partner bids 3N over 3♠, we are going to be delighted.. that club Q will be invaluable.
And he can't bid 3N over 4♣... nor will we find 4♠ on a 5-2 fit.

3♠. Sure I'd like 6, but I think this gives us the most options without misleading partner.
Pass is strangely appealing.
