What's the "standard" meaning of X when the auction goes 1h-p-1nt-(2s)-X ? As the opener can easily have 4-5 in majors and a good hand, is there any reason this could not be a penalty double, even if you play low-level doubles in other auctions as T/O ?

I don't know what you mean by "is there a reason it could not be penalty." There are reasons it either could or couldn't be. Maybe penalty is technically standard but in any reasonable partnership I have I would believe it was takeout oriented even if we hadn't discussed it. I often make the agreement that it's a support double with extra values.

Clearly takeout for me.

Support double ? Just to make sure, you're thinking of the same auction that I meant, you open 1h, partner bids 1nt, your RHO introduces 2s. Where does the support double figure here ?

Sorry I did misread the auction, I somehow thought partner had bid a suit. This one I definitely play as takeout, and I would always assume the people I play with know that. I don't know what "standard" technically is, but I think it's by far the most common expert treatment to play it as takeout.

Takeout.
Please note: I am interested in boring, bog standard, 2/1.

I am not sure what standard is, but I would assume takeout opposite any of my partners, whether we had discussed this double or not.
It is true that you could have 45 and a good hand, but there are many hand types, and you only get to choose one meaning...
