3♥ should force partner to a bid, depending on his answer i would pass 3NT or bid 4/5♣.

double, 3 Heart is a complete other hand.
If I try 3 Heart, my pd will bid 3 NT with xxxxx,Kx,xxxx,xx, "knowing" that I have a long running club suit.
