I would Pass for sure in 1st or 2nd seat, not because I am not "strong enough to open", but because this is the only hope for having a chance to describe the hand.

I suppose I would open 1H in 3rd seat out of fear that the hand might get passed out otherwise, but I really hate it (though not quite as much as I hate 1S).

my feelings exactly.... many players will pass out hands in 4th seat with borderline values if short in spades, and we have reason to fear that scenario here. Not a good hand for standard methods.. while I hate 1, I am not going to be happy if partner responds 1N... I'll rebid 2

1, rebidding 2 for me - IMO a less of a misdescription than opening 1 and rebidding 2.
