2♠ will be forcing. You are not strong enough to force to the 3-level.
A negative double followed by 2♠ (if possible) - not forcing will describe your hand.

Double.

The problem with pass is that partner won't reopen on many hands where we should compete. The problem with 2♠ is that is a forcing bid, and our hand isn't good enough to force to the 3-level.

2♠ is not universally forcing.

Whether or not 2♠ is forcing is a matter for partnership agreement. Many players use non-forcing negative free bids in this auction.

If you play negative free bids this hand is a possible 2♠. Double is also possible as the hand is playable in diamonds and hearts if that is what partner rebids over your double.

Double, not good enough to bid 2♠ since that is forcing and could get too high very easily. Not far from good enough either though.

Even if 2S is forcing this is a near perfect hand to double

Double, and pass if partner bids 2♦ or 2♥. How much would 2NT from partner show, btw? I think I would like to play it as 15-16 if we don't systematically open 1NT with a 5-card major.
