1D-(ps)-1H-(2S)
??

Your opened 1D, partner responded 1H, then RHO jumped with 2S.
Support double does not apply here. So, what's the double and 2NT by you now?

How do we show 18-19 balanced?

Depening on your spade holding:
3NT delayed / direct, with a direct or
delayed cue as stopper ask.

Or if you have xx in spades you make
a t/o.

As always, you forget about stopping
below game in close cases.

Whatever you've agreed them to be.
Without specific agreements double = penalties, 2NT = natural
I happen to play double = take-out, 2NT = natural
Other people will play other things, including 2NT as good/bad.

If you play 2NT as good/bad you have to bid 3NT on a balanced 18-19, or double and then bid 3NT.
