Scoring: MP

1NT(12-14)-X*-2♥*-P
P-3♣-P-3♦
P-??

X here is penalty, and generally not just some flat 14 or 15 but stronger or more shapely
2♥ shows a run out to both majors but could be as little shape as 44

Well IMO, it depends on whether pass over 2H was forcing, and what double of 2H would have been and so forth.

If pass were forcing, I would play pass and then 3D as constructive...partner may also have some heart length/shortage depending on whether his dbl would have been pen/to respectively

I'd try 4♦ now.

4♥ splinter. I'm assuming partner's sequence does at least show something. I need just the ♠A and a reasonable diamond suit for having a good shot at slam.
