Over 2♥. Playing transfers up to 3 of opener's suit, I bid 2NT and pass the 3♣ reply. He will rebid a 6 card suit in preference to completing the transfer on a shortage. It seems fair to compete.
Over 3♥ I pass, as I would like a better hand for a values double.
