19-21 "support points (HCP+ points added for distributional features)", unsuited to splinter, so typically 5422 or some 5431 with a stiff A/K declining to splinter. Or 19 hcp 4333/4432, though some might only bid 3M with some of the worse ones of those depending on style.

16-18 support points. Either 18 bal, or some sort of unbalanced hand that doesn't have a mini-splinter available.
