3Nt or not ? lead directing by opps

1C is 15+ but not precision.
Your X tend to show a balanced hand or a hand without good suit.
3C show 16-19 with clubs
3H is forcing and show a bad suit.
3S show something in spades and is looking for 3Nt.

3Nt or not ? is 4C forcing ?

I like my quick tricks and my club fit for NT, so I'll try it. I don't like pass, since pard won't know that his AKxxx is a source of tricks, and he's apparently worried about diamonds too.

I'm not sure if 4 is forcing or not. It depends on how much strength my 1st double showed? Is it a semi-positive or better, or is it 9+?
