No idea what is standard where you are from. I prefer universal rules in my system.

Since I play almost all doubles for take out, I don't think this situation should be different.

If opps promise a suit, Dbl is TO vs that suit. If they don't, Dbl shows values

Pass is forcing so if you have a penalty of their natural overcall, you Pass and wait for partner's TO Dbl. If he cannot Dbl for TO, opps were probably psyching and were planning to run anyway.

When there is interference, I follow a very basic procedure:

Pass = Values
Double = Bad Hand (says nothing about the holding in the opponents suit)
Suit = Natural, Forcing

If the next hand bids something, a pass from opener shows a balanced hand. Double is to play and suit bids other than game bids are natural and forcing (unless responder had doubled to show a bad hand).
