Blue Jay bidding system

On page 8 of Modern Constructive Bidding by Marshall Miles, he mentions a bidding system called Blue Jay by Tom Wood in California.

Does anyone know where I can find out more information about this system? I am interested in more bidding examples than the ones Marshall Miles indicated.
