The overwheming majority of players play that a jump rebid of a minor suit shows an above-average opening hand (15-18 HCP, roughly) and a good 6 card suit. The bid is not forcing.

I agree with all that Fred wrote, and I would add to his list of reasons for preferring 2♥ over 1♠. This is not only the least distortion..move a small diamond into the heart suit and it would be a wtp? post... but consider also that it is the CHEAPEST distortion. I have found that a very useful rule, when you are stuck with a hand that cannot be accurately described, because the hand just doesn't fit any 'book' call, is to consider both the extent of the distortion of any possible call and the bidding space consumed by that call. All other things being equal, the cheaper call is best, because you have more room in which to clarify things.
Having said that, I would give the edge to the 'least distortion' as the main guide, invoking the 'cheaper distortion' as a tie breaker when two or more choices seem to have equal or very-near equal merit under the least distortion rule.
As for the given hand, I agree entirely that S should raise 2♥ to 3♥, forcing... and for those B/I players concerned about why 3♥ is forcing, I will shamelessly plug my own writings which have been pinned in the B/I forum as a primer on reverses. (Let me stress: in that 'primer', the good ideas are ideas I learned from better players than I am, and the bad ideas are basically all mine
)
Then we get opener showing the Hx spade preference and then we can see S considering 3N... but I have to say that I think this is going a bit far.... if opener has 3=4=5=1, or 2=4=6=1 etc, then 3N may well be a silly contract.. where are our tricks coming from if the diamond suit has holes in it? I think that most players would end up in 4♥ after the reverse, not that that is the worst spot to be in.
