Suppose you hold 3-5-2-3 shape and 11-16 hcp. For the poll, assume that opponents have opened 1 natural. Do you bid hearts or double?

Does your opinion change if the opponents open 2 (weak, natural) and you hold the same hand?

I will normally bid hearts if I take any action at all.

Over a weak 2 opening, many 11-16 HCP hands with a heart suit are not good enough to take an action in direct seat (IMO).

Quite frankly, this question has to be answered on a case-by-case basis, and not in the abstract.

I would always bid 1H over 1D, over 2D I might double depending on honor structure.

I think I would always overcall, even on KQx xxxxx Ax AKx.

1NT on that, for me. Most of the time, 1 makes sense. But, when you have 15-17 and four baby hearts, with a stopper, that seems to merit 1NT instead.

That's 5 baby hearts, and I hate Ax for a 1NT overcall.

I think I would overcall 1 on Kxx xxxxx Kx KQx too. The suit quality is not important to me except when I'm both light and balanced, but I barely don't consider this hand light.

Five baby hearts doesn't get credit for five. LOL

The second one I'd overcall 1 also. Kxx xxxxx Kx KQx, that is. I'm opening strength, with three spades and a diamond stopper. Those three are enough to outweigh the fact that my suit sucks. Plus, I don't have an appealing alternative (like 1NT).
