new bridge announcement rules?

hi
i've read recently in a bulletin of the recent european youth bridge championshps (pairs) that the rules/laws of bridge have changed and some announcements/alerts are not mandatory anymore (there was an example with the weak nt that according to that article shouldn't be alerted anymore)

is that true? i can't find a relevant link to that. can anyone help me?

Alert/announcement rules are decided by the sponsoring organization (country). You surely still have to alert certain calls. It is possible that some countries have changed their alert rules from the 2008/9 season, or that new rules will apply at the European Championships next year.
