Your pass showed some values (double would show a bust). What would double by partner be? What do you do now?

My guess is that he has the low end of 22-24 HCP and a flat hand and xx or Qx in ♠ so, even knowing my pass promises some values, fears 3NT gets set on the lead and is not willing to X it since he's passing the buck to me.
With that in mind, I'll try 4♥ and if the opps bid 4♠ then I double.

As you have showed values, you are in a game-force, so double by pertner would be penalty. (Rather warning you, not to bid on.)
Partners pass is encouraging you to bid on. If he bids again, he haf planned to pull a double, and thus shows a very strong hand.
