OK, probably I bid 3♣, but 2♣ is also fine. No strong preference between them, but I do prefer both bids to Pass.

That's impossible. No one can give more than one hundred percent. By definition that is the most anyone can give.

I'd overcall for 2 main reasons:
1) Taking away some bidding space
2) Making a lead directing bid

I suspect that I know where this one might be going:
As Justin notes, this looks to be a fairly textbook 2♣ overcall. At the same time, even though partner is a passed hand I could easily see us making 4♠. The combination of a running club suit, heart shortness, and three Spades to an honor makes this a very real possibility...
At the table, I'd bid 2♣ all day. Since you're posting this as a questions I'm suspious that this might backfire in some way...
As Justin notes, this looks to be a fairly textbook 2♣ overcall. At the same time, even though partner is a passed hand I could easily see us making 4♠. The combination of a running club suit, heart shortness, and three Spades to an honor makes this a very real possibility...

1) What does this have to do with your decision to act here? I think this is a pretty big stretch anyway; I'd estimate our odds of making 4♠ here just based on the auction and my hand as very much under 10%.
2) Oh my god, there is no reason for anyone's signature to be that long, ever.

2♣ is fine.
I doubt it will cause heart palpitations and dizziness, and it's cheaper than $14.95 (except at a national, where it's $16.50 or so).

If you can make 4S I think overcalling 2C will be by far your best start to getting their (as opposed to 3C or pass) since it will induce partner to bid spades if he has them.

I think this is a fair overcall but I have not seen vulnerable overcalls this light in many textbooks.

More playing strength and shorter majors.
Agreeing to play weak jump overcalls isn't a commitment to make one every time I'm dealt a six card suit.
