It's customary when posting this sort of problem to give us some useful heart pip like the jack or ten, so that we can all say something profound about what constitutes adequate support for a two level overcall.
Even so, I still bid 2♠, promising support that I don't have.

Anyway without that agreement I raise hearts (via the standard cue-raise with this many points). My fall back position is that if I am stuck I assume partner's two-level (or higher) overcall is based on a six-bagger.

You have to find a bid, and 2S will
give you the best chance to find out,
if you have enough power for game,
a stopper in spade, or if you have a
fit in a minor.
