Bidding over preemts

Partner opens 1C and 4S is bid on your right. You have a balanced 11-count, no six-card suit. Do you pass or double? What would you need for a double? Assume that 1C is natural and your opening style is fairly standard (i.e. open most 12s, pass most balanced 11s, open some unbalanced 10s and 11s with a nice six-card club suit).

Of course I won't double with a spade stack. Otherwise I will usually double. Having 4 hearts has nothing to do with it, of course.

I play double as takeout, not 'cards', so I pass with spade length.
Prefer to have singleton spade, but with a balanced 11 including a doubleton spade, and some sharp cards, I would double.
If you play double as just cards, I think you should double with all balanced 11's except the spade stacks.

That's impossible. No one can give more than one hundred percent. By definition that is the most anyone can give.

I would double most of the time, unless I have 4 spades, then I would pass most of the time.
Please note: I am interested in boring, bog standard, 2/1.

Would double unless I had a lot of spade values. If I had some normal amount like maybe 3 points in spades (or the ace), I would X. Number of hearts does not affect my decision.

From the other responses it sounds like most people play optional doubles here. You should ask the same question for 1♣-(4♥)-? and see what the responses are.

Actually, I suspected most people play optional doubles here.
What I was more curious about, is the frequent situation where you have "points" but no real clue how you will set the contract. Say:
♠xx
♥KJx
♦Qxxx
♣KQxx
You could easily take zero tricks on defense, especially if 4♠ bidder is short in clubs.

What Justin said.
A related problem is what do you do when the suits are reversed (in the bidding) and the pre-empt is one-level higher.
1♠ (5♣) ?
What does your double look like now?
This is fresh in my mind because we had a similar auction last weekend and my partner made an out of tempo double. We have clearly on our card that we play USEFUL VALUE DOUBLES at higher levels and the director would not let me bid with a 6-5-2-0 hand. I mean I bid - we were cold for six but sold out to the opponent's six-level dive - and the director wound the auction back to us doubling five.

I'd evaluate this as a 9-count or so, but would probably still double. Seriously, I don't think that Milton point count is very useful here. Give us the same shape and points with an ace instead and some spots then double is obvious.
