This is a very, very clear pass. Partner is marked with short diamonds and didn't act. Thus, he has a bad hand, and this is definitely your best spot. Not only that, what would you bid? 2NT is an overbid, not only on points, but the fact that you have no source of tricks. I think you'll agree that any suit bid or a takeout double is even more insane.

Hi,

Pass, I fail to find a reasonable bid, the only
bid I may think off is 2NT, but the shape and
so is the HCP count.

Add to this the remark, that they are red, which
I did not realize until I read it, and pass is clear.

Alright, so if pass out partner is in the clear, is direct seat to blame for missing an ok game or doubled penalty on this hand or is this a "preempts work" sort of hand

Could we have another first unanimous pole? Seriously, clear pass. It's often very hard to get into the auction when the opponents have a much better fit that they never bid.
