I think the 6-9 and 10-11 thing is related to the fact that beginners learn to respond 1NT and 2NT to a 1suit opening with those ranges. Maybe it's just a Dutch thing, I thought I saw the same ranges for notrump responses to doubles in Bergen's books but I could be wrong.
