If it matters, partner's overcall style is fairly sound. He is very unlikely to have four spades (would have doubled 1♥). There is no specific agreement about the strength of a transfer bid in this sequence, but partner will presumably feel free to raise with 3-card support and a decent hand, especially if opponents up the ante.
