Two passes to favourable Zia means action.
The lesser mortals would open 1NT.

The more advanced psychers would do like Zia did and open 2NT (20-22)

Now even the experts would uncover their plan and pass Stayman.

Maybe they were playing puppet stayman where 3♦ would show a 4-card major?

From what I saw, serious practice was something zia was saving for another day.
You must know the rules well - so that you may break them wisely!
