Move 11 am slowball to 10:30

If BBO ACBL is adding speedballs at noon and 1pm eastern, starting 12 August, perhaps the 11 am eastern tourney should move to 10:30.

We added speedballs at 1PM and 2PM ( not -- yet -- noon ) Eastern time.
We also added an 8AM speedball.

Now that we have 11 and noon speedballs, I go back to the suggestion that the 11 slowball be moved to 10:30
