As I read this, the ACBL just observes the trend, they are not taking any side themselves, so it's unclear to me if ACBL has contributed to this development.
There's probably some relation between
1) Less ambitious new members
2) Growing average age of the members
3) System regulations
but I'm not sure what is the chicken and what is the egg.
