Resize of bbo window bbo window not resizavble in Win xp

Why is bbo not resizable when operating in a windows xp environment.

Is is not resizable anywhere except via

1. control-w shortcut to make it wider
2. double-click titlebar to make it higher

There are options to set these somewhere. Resizing may not work in some screen resolutions
