North 100%, wtp? Was the agreement that 4 promised some defensive values? Or was the double t/o? I don't think so.

North's Dbl is insane

In the beginning North sees 4 defensive tricks, as he sits behind the 1 opener. When partner jumps to 4 though clubs could hardly provide a trick in defense anymore, and it is also certain that partner doesn't have a trick outside. Sitting North I'd be very glad if opps stop at 4 because from my POV it looks like 5 have great chances.

Could not be clearer. Holding the North hand, I would be more worried that 5D would make. Doubling 4D is beyond silly.

My only explanation is that North did not understand South's jump, which is an awful mistake, because everyone should learn that jumps by advancer in this situation are weak and preemptive and promise no defensive strength. With a good hand and support, advancer would of course cuebid the opp's suit.

Blame = 100% to North.
