I think this is important at IMPs, that we gear our bidding to be to find games as accurately as possible and have good accurate slam bidding, while sacrificing somewhat on partscores, by just finding a playable partscore.
So that would mean responder would be passing 2♣.
I actually play that all bids over 2♣ show invitational or better values. I have ways to show invites with a 4 or 5 card major or to relay out opener's exact shape for slam purposes (barring real freak distributions).
If I were playing MPs, I would want more accuracy on finding the best partscore and game, and worry less on slam auctions.
You pick your poison I guess.

I dunno. I play 2♣-2♦-anything-3♥ as game forcing, so with invitational values and 5 hearts you bid 2♥. I can certainly picture hands where 2NT would be the right place to play it, though it might be more valuable as something forcing.

Arend and Josh - Your judgment may vary, but I do not find this to be an invitational bid when holding a stiff club. Switch my minors and it's a different story.

Over a 2♥ response, 2♠ should be scrambling with a singleton, not completely unlike a 2♠ rebid after 1♠ 1N 2m 2♥), and opener won't scramble with KQxx xx Kx Axxxx.
So I think West should have bid 2♦ and raised 2♠ to 3♠.
