Seating in tournaments qualification, seating

On what basis are the tables seated at the moment?

I would like to play tournaments where the best situated are clearly visible, i.e. playing on smallest tables.

Of course this requires that people finish the round the same time, and we could not profit for finishing a round early.

But is such an arrangement possible at all at the moment (I've never organized a tournament...)

"Swiss" and "Survivor" tournaments have the best scores at the smallest tables (within each section, anway).
