After 2C-2H, how should the bidding proceed?

According to Matula, a 2♥ response to a 2♣ opening is defined as
1. Natural, 5+ Hearts
2. Constructive (~ 9-12 HCP)
3. Non-forcing
I see two reasonable bids with this hand. If you are feeling conservative, pass is always an option. Alternatively, if you prefer to make a try for game, you need to bid 3♦.
3♦ is defined as "Maximum strength, good clubs, Diamond values, a partial fit for Hearts and Spade weakness".
I think that you are a bit light for 3♦ and would pass
1. Natural, 5+ Hearts
2. Constructive (~ 9-12 HCP)
3. Non-forcing

Uh....not 3♣? My hand (South) does not have diamond values, neither does it have a ♠weakness.

Uh....not 3♣? My hand (South) does not have diamond values, neither does it have a ♠weakness.
3♣ is a signoff and denies heart tolerance
If you want to make a forward going move, your only (real) choices are 2NT, 3♦, or 3♥.
Your clubs aren't good enough for 2NT and you need 3 Hearts to raise partner. Given a choice a between treating Ax as three Hearts or overstating my Diamonds, I prefer to overstate the Diamonds. However, all of this assumes that you want to try for game. I don't think that you are quite strong enough for a game try, which (probably) explains why your hand doesn't fit the requirements for any of the constructive rebids.
Part of the problem with these two hands is that they are both borderline. Some people would chose to relay with 2♦ rather than bidding a constructive 2♥. Others might try for game over 2♥.
Personally, I like the 2♥ bid. If partner shows three card heart support, you'll be well position to try for 4M. If partner shows a good hand with good clubs, you can try for 3NT.

3C. Then 2H responder is worth one more try 3D(D-stuff); 3NT the obvious game.

With Kxx in clubs and 11 pts, shouldnt this be worth a 2D bid over 2C? Over 2NT rebid you're happy to bid 3H letting p choose between 3NT and 4H, while over 3C rebid you're happy to let him play there. After 2C-2D-2S/3S just rebid in NT.

I'd rather rebid 2N than 3♦. Logically 2N should show a hand without primary heart support, intermediate values, and no 4-card spades. North will bid 3♣ and South will pass. Or maybe North tries 3♦ and South bids 3N. I might be wrong, though, I'm no Polish Club expert.
I saw a different response structure, with 2♦ as a transfer to hearts, somewhere. Played by one of the current top Polish pairs. Now I can't find it anymore.
