Responder's New Major Suit Bid at Two Level

I was reading Eddie Kantar's book and he states that as Responder in order to to bid a new major suit at the two level you must have at least 11 HCP and 5 cards in the suit.

I know the 11 HCP component is standard but many other books permit a major suit response with only 4 cards.

Is Eddie correct or is it just his preference in teaching "Dummies"?
