As far as I'm aware, this should show a good strong suit, but not solid (3S the first time round).
I have nothing extra to show, so I'll make a discouraging bid. I won't try 3NT with no stopper in either red suit.

Standard is that this auction does not set spades as trumps.
The following auction sets spades as trumps: 2♣-2♦-3♠
After 2♣-2♦*-3♠ I would raise to 4♠.
* your meaning
After 2♣-2♦*-2♠-3♣-3♠ I would bid 3NT....not ideal but its the only bid that leaves 3NT as a possible contract.

This is a tough question without agreements.
As noted, most play that a jump to 3♠ would have set trumps and demanded a cuebid. Thus, after 2♣-P-2♦(GF)-P-3♠, you are forced to bid 4♣ to show your club control.
When 2♠...3♠ "sets trumps," this is a strange auction. I know of no one who does this backwards. So, I would bid 4♠ because we have no agreements (at least you mentioned none) that 3♠ demands cuebids.
However, 2♠...4♠ would seem to also "set trumps," such that 3♠ must, if actually setting trumps, be slammish. Give me AQxxx of clubs, and now I will bid 4♣. AJ10xxx seems too weak, especially with no possible side entry. AQxxx, in contrast, is useful if partner has Kx or so.
If 2♠...3♠ is simply natural, showing a sixth spade, I am torn. 4♠ seems right, but this boxes partner in when he wants to show the sixth spade but keep NT in the picture. In the end, it seems more reasonable for Opener to bid 3NT instead of 3♠ when he has the either-or hand, or to manufacture a 3♦ call, allowing you to make a delayed spade raise. So, I also lean to 4♠.

Agree with apollo, except that I wouldn't bid 3NT after 3♠. There's a good chance pard as a problem with one of the red suits because he didn't bid 3NT himself. Therefore I would try 4♣ instead.
Of course, if pard is bidding just for bidding's sake, 3NT is a no-brainer
