My preference is that this is a stopper-ask, typically showing a minor one-suiter too strong for a 3m bid. This hand type is fairly frequent and difficult to deal with otherwise (you either have to double off-shape and hope to survive partner's bid of the other major, or bid 3m and hope partner doesn't pass, or bid 4m and bypass your side's most frequent game).
I suppose without any discussion one might play this as michaels, although I think that's a fairly poor treatment. Better is to combine the above with "leaping michaels" since once 3M cue is the bid for a minor one-suiter there is no natural meaning for the jump to 4m. If you're willing to play your minor at the four-level (which you have to be in order to cue 3♥ with a michaels hand) you may as well play spades at the four-level also and score up the game bonus, plus leaping michaels reveals the minor in case of a 4♥ continuation by LHO.

3♥ as asking for a stopper is also Kantar's suggestion. (2♥) - 4♥ would show both minors. Perhaps that could be an alternative meaning for 3♥ as well.
BTW Do you play Leaping Michaels as forcing?

With discussion, I'll usually want toplay Leaping Michaels (jump to 4-of-minor for that minor and other major) or Roman Jumps (jump into lower of two touching suits, wraps around when necessary) after 2M.

3!H is commonly played as asking for a stop, showing a running suit. You can also fit in a very strong single/suited hand - bid on over partner´s 3NT

3♥ initially at least ask for a ♥ stopper for 3NT.

Also I play like ken that 2D-3D is michaels, not a stopper ask.

This question arised some (15-20) months ago, and then I was the only one to play direct cuebid as minors (not with ♦ opening, I guess things didn't change

After 2♥ weak, i play
-3♥ either one suited minor, asking for stopper or strong with 5-5+minors
-4m=5m+5OM can be passed (around 4 losers)
-4♥=very strong 2 suiter 5+♠+5minor
-4NT=minors, weaker than 3♥, usually 6-5
