No not a forcing pass. Who knows who's making what.
I would pass. We've done well to push them up a level, if we beat them we don't need to X, but if they're making then we're turning an average into a zero.

after partner first pass, 3♠ which will be less then 11 plus our 11 so sumarize so far mostly 27-28 pts. 3♠'s partner hold 12-13 and as look like most stronger hand on the table, so with probably two ♥ losers, 1♦ and 50-50 in the trump with Kx in the back.
So, i'll also pass after partner pass too. He/she is the player who should to double the contract. After he/she don't, then no need double at all.

Pass is nonforcing, partner has below opening strength,
so the 4C is on its own.
If you have agreed to it, partner could have bid 4NT
over 4S (kind of good bad), if he wanted to create a
forcing pass situation.

These were both hands with the (stange but informative) bidding at another table: (At our table opps played 5S)
1C-(P)-2D-(2H)
P-(P)-5C-(DBL)
5D-(P)-6C-(DBL)
The lead was a small H , J in dummy for King of RHO and Ace of declarer.

seem like -1 on 5♠, but anyway 5♣ was not correct bid i think.
4NT is better after 4♠ then 5♣ ( after all 10pts with grandfit and single ♠ is not bad)
