I just learn Frelling 2 bids
2 Diamond Opening

Shape = 4+ Diamonds and 4+ cards in either major
Could be 4432, but not 5440 or 4441
Restrictions = Requires at least Qxxx or any xxxxx in a major

2 Heart Opening

Shape = (4+ Hearts and 4+ Spades) or (4+ Hearts and 5+ Clubs)
Could be 4432, but not 5440 or 4441
Restrictions = Requires at least Qxxx or xxxxx in either major

2 Spade Opening

Shape = 6+ Spades (6322, 6331, or 7222 shape) or
4+ Spades and 5+ Clubs (not 5440)
Restrictions = Requires at least Qxxx or xxxxx Spades

How to design a defensive bidding system against them?
Thanks

Funny that you should ask this here :P

Different players have very different philosophies about defending against non-standard preempts. Some players prefer to use generic defenses that can be adapted against a wide variety of different methods. Other players prefer to adopt specialized defenses against specific openings. I won't recommend a general defenses, since thats more a matter of personal philosophy about bidding. I will recommend some specific defenses:

My web page contains specialized defenses against the Frelling 2D and Frelling 2H openings.
While I was never able to get the ACBL to "bless" these specific defenses, they were developed by a pretty good theorist. In particular, these defenses are designed to maximize your chance of nailing "us" with a penalty oriented double.

This is generally considered to be the "correct" strategy to compete over assumed fit type preempts.

You can find the defenses at http://web.mit.edu/~...ww/MOSCITO.html
