Is this forcing in SAYC?
Or do most/somae experts pay this forcing?
(I passed this with 2=4=3=4 21 pts and partner had 5-5M and 12pts)

I is silly to play this forcing. You need a tool to show both majors WEAK.
With a strong hand, I would suggest 4 Diamond or 3 Diamond followed by 3 Spade.
Without discussion this can be a mine field. But I surely had passed 4 Heart ( or correct to 4 Spade) without a second thought.

My SAYC booklet does not cover this, nor the on-line references I found, so it's probably non-forcing.
Without discussion, and holding 5-5M with 12 points, I would transfer and rebid 6♥.
In my regular partnership, 2NT-3♥-3♠-4♥ is forcing to 4NT and the weak 5-5 hands go through a tortuous Puppet Stayman sequence (that will uncover the best fit, if any!).
