is the expert consensus is 4nt take out and dbl penalty or else?

opp open 4sp, i bid 4nt as take-out and dbl as penalty is that correct?

please dont be shy to elaborate in this area of bidding

4NT is a 2-suiter

2 places to play or (rarely) a strong slam try in hearts. Double is takeout but its frequently left in.
